Computer upgrade / network problem/ pipeline version 4

xassist.pha.jhu.edu was down due to a network interface problem.  It is now back up on a backup machine.  We will be moving the site (and pipeline data) to a new machine over the next week or so.  In the meantime access to the pipeline3 data will be limited as it is copied over.  However version 4 of the pipeline has been running and will be available.  The main difference from version 3 is using more recent versions of ciao (4.x compared to 3.3) and sas (9 vs 6.5).  In the case of xmm an additional improvement is that the 10-20 keV "events" are used to initially filter the background flares before source detection is run.  The normal background light curve cleaning in the 0.3-10.0 keV band is performed after source detection.
