XSPEC scripts

Version of the XSPEC scripts that work with XSPEC v12 now in the Downloads section

It turns out there were only a few very small changes that needed to be made to get smart_fit.tcl and the other tcl scripts to work with xspec 12.  The current version is at http://xassist.pha.jhu.edu/downloads/xspec_tcl.tar.gz
